Deputy Program Manager

Summary of Responsibilities

The Deputy Program Manager, New, Construction is responsible for supporting the Program Manager, New Construction in the oversight and direction of a new construction vessel program, designed and constructed under the Federal Fleet Renewal Program (FFRP).  The position is responsible to assist in coordinating Seaspan Shipyards and external resources in support of meeting specific program cost, schedule, quality, and safety goals. 


Duties/Accountabilities

 

  1. Assists Program Manger in providing oversight, coordination and direction of assigned new construction program activities including, but not limited to, estimating, contracts, planning, design, procurement, production, testing, and warranty.  

 

  1. Implements a comprehensive set of program metrics to measure departmental, supplier and contractor program performance.  Gathers weekly actual performance data with assistance from Planning and Production Control, Engineering, Purchasing, production trades and project managers.  Produces weekly program report that measures program performance against established goals. 

 

  1. Attends weekly program meetings and presents summary of key program issues to departmental representatives.  Works with departmental representatives, suppliers, contractors and team members in resolving outstanding program issues. 

 

  1. Develops reports and tracks departmental commitments identified during program meetings.  Establishes due dates for commitments with Program Manager New Construction and departmental managers.  Monitors program commitments to established schedule in support of maintaining program schedule, cost, safety and quality goals. 

 

  1. Assists, as directed by the Program Manager, in coordinating Seaspan Shipyards and external resources in support of meeting program cost, schedule, quality, and safety goals.  Meets with suppliers and subcontractors as required to validate performance and ensure equipment and work tasks are completed in support of program goals. 

 

 

  1. Assists the Program Manager New Construction in resolving program issues with Government representatives and regulatory bodies.  Work with Government representatives and regulatory bodies to expedite reviews and approvals that are impacting program schedules. 

 

Education and Experience

 

A bachelor’s degree in Engineering or Business.  Diplomas may be accepted with sufficient employment experience. 

  • 3 years supervisory experience in engineering, planning or production in the shipbuilding industry or in a complex manufacturing or construction industry. 

  • 10 years professional experience in the shipbuilding, manufacturing, or construction industry, with demonstrated increased levels of responsibility.

 

Skills, Knowledge and Required Competencies

 

  • General knowledge of program management and project management skills. 

  • Strong communication skills with demonstrated ability to coordinate significant resources in support of meeting program or project objectives. 

  • Strong technical skills with demonstrated understanding of modern shipbuilding design, procurement and production techniques.  

  • Extensive knowledge of program performance metrics including the ability to identify key metrics and develop comprehensive performance reports. 

  • Knowledge of Earned Value Management Systems (EVMS), scheduling systems and resource planning techniques. 

  • Knowledge of Government contract administration procedures. 

  • Strong problem solving skills, analytical abilities and interpersonal skills.

  • Strong customer service focus.

  • Demonstrated initiative, creativity and integrity.

  • Excellent communication skills both written and verbal.

  • Excellent computer skills including Word/Excel/Powerpoint.

  • Demonstrated ability to multi-task, prioritize and problem solve.

  • Good judgment and reasoning skills.

  • Ability to work with limited direction.
